President Donald Trump has threatened to withhold federal funding from California over a transgender high school athlete’s recent victories in girls’ track and field competitions.
In a fiery post on his Truth Social platform on May 27, Trump condemned the athlete, who won regional titles in the girls’ triple jump and long jump earlier this May, as an example of “unfair” biological advantages undermining women’s sports.
“THIS IS NOT FAIR, AND TOTALLY DEMEANING TO WOMEN AND GIRLS,” Trump posted on Truth Social. “Please be hereby advised that large-scale Federal Funding will be held back, maybe permanently, if the Executive Order on this subject matter is not adhered to.”
The president also claimed he was “ordering local authorities” to bar the student from competing in upcoming state finals, though it remains unclear what legal authority he has to enforce such a directive. (Related: Maine sues USDA over withheld funds in transgender athlete dispute.)
Trump then singled out California Gov. Gavin Newsom, a Democrat who has previously expressed concerns about transgender athletes in women’s sports, demanding clarity on the governor’s stance. “The Governor, himself, said it is ‘UNFAIR.’ I will speak to him today to find out which way he wants to go,” Trump said, referencing Newsom’s past remarks about the issue.
The White House did not specify which federal funds could be at risk, but Trump’s executive order bars federal agencies, schools and military institutions from recognizing gender identities beyond male and female. His administration has framed the policy as a defense of “fairness” in women’s sports, arguing that transgender athletes have inherent physical advantages.
The threat aligns with Trump’s executive order signed in February barring biological male athletes from competing in women’s sports.
The order directs federal officials to investigate potential fraud in visa applications from transgender women seeking to enter the U.S. to participate in women’s sporting events, including the Olympics. The administration also leverages its influence with the International Olympic Committee (IOC) to enforce what it calls “safe and fair competition for women” on U.S. soil. Officials insist the measure is not a blanket ban on transgender participation, instead it aims to prevent biological advantages in women’s sports.
“I know that a lot of headlines are going to use the word transgender, but this has nothing to do with that. This has to do with men’s and women’s sports. There’s a complete openness to how you would manage a situation, whether it is a co-ed open category, whether men should also be more open and willing to have people on their team who might not look like them, might not dress like them. But the burden can’t always fall on women. The idea of men who identify as women competing in women’s sports puts the burden 100 percent on women, and that is not fair,” an anonymous White House official said.
The order also reinforces the administration’s stance that Title IX – the federal law prohibiting sex-based discrimination in education – applies only to biological sex, not gender identity. It directs the Education Department to enforce protections for women’s sports programs and investigate schools that fail to provide equal opportunities, potentially risking federal funding for non-compliance.
This directive, along with the threat to cut federal funding for California, fulfills Trump’s campaign promise to keep “men out of women’s sports.”
